Have you ever gone out to eat with an infant who is grabby? Who wants to see the utensils, the napkins, the condiments, the salt and pepper and your phone?
What that's just my kids well OK then.
Well lets say hypothetically your child dose this, one of the toys I do really like instead of the phone is this Bee, Baby girl loves her Bee she plays with in her high chair as well as on the floor. Batting at it, rattling it,  and chewing on it.  
We have used it in several therapy sessions as a distraction when she is upset during PT, or OT, and as a toy she will move to, to investigate.  While it's not my favorite toy for teaching cause and effect It is a good one for that lesson. The wing on the right side helps with the beginning of fine motor dexterity, and the slight rattle on the wing on the left side is enough to distract most children.  Also the fact that it doesn't require batteries is a plus for us as we do use it outside of the house. And no annoying buzzing beeping. Two thumps up.
